New Settlement Apartments, in the Mount Eden section of the Bronx, opened in 1990 following the renovation and acquisition of 14 abandoned buildings from the City of New York. Settlement Housing has continued to develop in the community through additional acquisitions and new construction to create 1,140 affordable homes in 19 buildings for thousands of New Yorkers, including up to 30% who had experienced homelessness.

Between 2019 and 2021, we took on the management of three former “cluster site” buildings in the neighborhood to help households who had been temporarily housed there become leaseholders. These residents are now part of the community, with access to New Settlement’s wide range of programming for children, youth and families living in our buildings and the larger Bronx community. This property, along with three other buildings we now manage, will become part of our New Settlement portfolio when we begin start to rehabilitate them in 2022.

The combination of scale, favorable financing and a commitment to community programming, transformed what was once one of the most devastated areas of the Southwest Bronx into a vibrant mixed-income neighborhood. Through a team of dedicated service providers and an engaged community, New Settlement has thrived with programs like the College Access Center and the Parent Action Committee, which promote education success for youth throughout the district and beyond.

We continue to add to and improve the New Settlement community through new construction, preservation and acquisition of affordable housing. In 2017, we completed construction of a 60-unit building, with financing that includes 9% Low Income Housing Tax Credits, State Low Income Housing Tax Credits, Project-Based Vouchers from New York State, and a low-interest loan from the City of New York. The project embodies Settlement Housing’s commitment to creating a housing continuum – it includes apartments for formerly homeless families, very low-income households, through moderate incomes.

In 2018, we completed a major rehabilitation of the original 14 buildings at New Settlement, upgrading 893 apartments with new kitchens and baths, and making building-wide systems improvements including the largest solar panel installation on a privately owned affordable housing development in New York City. The project ensures that the apartments meet energy efficiency standards and will remain affordable for decades to come.

In 2019, we acquired 1415-17 Wythe Place through the Neighborhood Pillars program. This added 59 units to our New Settlement portfolio.

Settlement Housing and our affiliate organization, New Settlement, collaborated with the NYC School Construction Authority and Department of Education to develop the New Settlement Community Campus, a 172,000 sq. ft. facility that includes public schools spanning pre-K through 12th grade public, as well as special education classrooms, an onsite student health clinic, and an attached Community Center run by New Settlement with dance studios, classrooms, a roof garden, and a 75-foot five-lane swimming pool. This innovative, state-of-the-art Community Campus has helped to alleviate overcrowded schools and provided space to expand and enhance New Settlement’s community programs for youth, seniors and families.
